Shane
Carter has served as Executive Director of the Lincoln
Community Center for the past seven years. Shane has
made a tremendous impact over the years, beginning with
generating more than $96,000 in grant monies for the
Center in 2013. The facility currently oversees 50+
programs year round and has several newly established
business collaborations. Shane’s energy and zest for
creating a community where everyone can thrive is a
perfect fit, giving back to those who can benefit from
his experiences. He currently resides in Troy with his
wife, Rachel and daughter, Stella. Shane was a standout
student athlete at both Troy High School and at the
University Wisconsin where he accepted a football
scholarship to play for the Badgers. He also earned his
bachelor’s degree in business management in only three
and a half years. He is now in his second year of being
the head football coach at Northwestern High School in
Springfield.
Shane has earned many awards, including Omega Psi Phi
2012 Citizen of The Year and was named the A. Robert
Davies MD Memorial Outstanding Young Man of the Year in
2014. This award is traditionally given to recognize the
achievements of young men under that age of 40 who live
in the Troy area who have distinguished themselves
through civic, work and community contributions (Shane
was 26 at the time). Shane was also recognized by Dayton
International Peace Museum in the 1st Annual Peace
Heroes Walk in 2015.
He is a graduate of Leadership Troy and also has worked
on numerous of community events, including Annual Easter
Egg Hunt, Back to School Bash, Annual Community
Thanksgiving Feast. He remains involved with other
groups such as the Troy Museum of History, Troy Rotary
Club, Mayor's Concert Committee and Troy High School
Athletic Hall of Fame Committee.

Nicole Burton
Administrative
Assistant
Assistant to Director
Nicole is a 1990 graduate
of Piqua HS and also obtained an Associate
Degree from Bauder College in Atlanta, Ga. She
lives in Troy with her son. Along with her past
in retail, banking, marketing and community
involvement, she takes great pride in organizing
and promoting the Lincoln Center.

JoAnn
Anderson
Culinary Supervisor
Accounts Manager
Special Events Corodinator
JoAnn began her service at
LCC as a volunteer several years ago. Now she is
part of the team - bringing new ideas to
programming and supporting the staff. JoAnn is a
long time Troy resident and lives here with her
family. She has been involved with schools,
sports, boosters, and churches, along with many
other fundraisers in the community. She is a
recent graduate of Edison Community College with
a degree in social services.

Marcus Foster
Recreation
and Support Staff
Marcus is a lifelong Troy
resident. He graduated from Troy High School in
2012. He acquired a degree in Sports
Administration with a minor in Professional
Sales from the University of Cincinnati. Marcus
has an optimistic sense of positivity and
self-growth values with hopes to reflect those
values by being an impacting and mindful
influence to the youth and community.

Robin Lucas
Recreation
and Support Staff
Robin is a native Trojan
who grew up at Lincoln Center and has been on
staff for 25 years. He has met and become good
friends with a lot of people who have come
through the LCC doors. He has watched kids
become adults, and for this he feels forever
blessed.

Julio Herrera
Recreation
and Support Staff
Originally from Colombia,
Julio now resides in Troy with his wife and son.
He has a Degree in Sports Medicine and has
coached track and field before relocating. Julio
has enjoyed working with many youth in the
community and says it has brought him more joy
in life.

Harold
Hughes
Support Staff
Mr. Hughes is a native Troy
resident who has never desired to live anywhere
else. During early adulthood, he jumped around
from job to job until he found his calling at
the Lincoln Community Center. Mr. Hughes has
been an integral part of the Center for the last
28 years. He comes to work every day with the
same attitude - to be both the best mentor and
father figure that he can be.

Mark Scott
Secondary Education
and
After School Program
Mark Scott graduated from
Smithfield High School in 1971. He attended
Muskingum College and majored in history. Mark
joined the U.S Navy in 1978 and retired in 1996
with the rank of Chief Petty Officer. In 2008,
he inaugurated the Navel Junior Reserve Officers
Program [NJROTC] at Piqua High School.
Additionally, Mark acquired a Social Studies
teaching certificate and began teaching Social
Studies at Piqua High School in 2008. He coached
junior high boys and girls basketball and track.
Mark retired from teaching in 2013. Mark joined
the LCC Staff in 2013 as tutoring coordinator.
He also works with the Troy Lunch Club.

Coach John
Taylor
Recreation
and Education Support
John has a Bachelor of
Science Degree and Master of Science Degree in
Curriculum and Supervision in the Secondary
School. He is retired now after 39 years of
teaching. John lives in Troy with his wife of 42
years and has also coached football, basketball
and track and field for 42 years. John is active
in several community organizations and has a
passion for educating, mentoring and leading by
example.

Ramel
Mitchell
Recreation Support
and Special Events
Ramel is a graduate
of Urbana University with a B.A. of Arts and
Science. A former Akron native, Ramel is
Assistant Principal at McKinley Elementary in
Marion City School District. Ramel feels
consistent positive exposure can cultivate our
youth's minds to be successful. He has dedicated
his life to uplift and develop youth into their
full potential. As a previous high school and
college basketball player, he provides training
to student athletes in his spare time.

Building Maintenance
and
Event Support Staff
Anthony is a graduate
of Troy High School. He resides in Troy with his
wife and daughter. He has worked at the Lincoln
Community Center since 2015, with vivid memories
of growing up in the neighborhood. He also
coaches youth recreational sports for other Troy
programs.

David Richey
Youth Support Staff
Mr. Richey is a
student at Capital University and is studying to
become a social worker. He has lived in Troy for
the last 12 years and is proud to be part of
this community. Mr. Richey had his first
internship at the LCC and decided to stay as a
full time employee. David looks forward to one
day receiving his LSW to help both the LCC and
community even more.

Ruth Scott
Primary Education and
Education Coordinator
Ruth grew up in
Coshocton County and moved to Troy when her
husband retired from the U.S. Navy in 1996. She
graduated from Coshocton High School in 1972 and
Muskingum College in 1976 with a BA in history
and certified in elementary education. She
taught children in Florida, Oregon, and
Newfoundland through 1982 when the first of her
5 children was born. She has taught preschool
for over 6 years with Smart Start Preschool at
The Rec. As the Program Director for Troy Lunch
Club for 10 years, Ruth enjoyed planning
enrichment programs for the students during the
summers. At the Lincoln Community Center, she
uses her experience with enrichment and academic
skill-building to help develop the wonderful
potential each child has to grow and glow.

Daryl Chavis
Retired - Building
Supervisor
Mr. Chavis, retired
in 2016 after serving at the Center for over 50
years. At a reception celebrating his
retirement, he received an award for the longest
tenured employee in City of Troy history. During
his 50 year career, Mr. Chavis, handled every
job that the Center had to offer from janitorial
duties all the way to building supervisor. There
was no job too big or small for him to tackle.
He was born and raised in Troy and still lives
here today.

Katie
Minsinger
Intern - Support
Staff
Katie was born &raised in Troy and graduated
from Troy High School in 2017. She is now
attending Wittenberg University and will
graduate in 2021 with a B.A. in Psychology and a
minor in Educational Studies. Katie hopes to
impact the lives of the youth here at the Center
and be a positive role model for the people
around her.
